No. There is a distinction between the fixed surnames that 99% of Welsh people use today, like Evans or Davies; and the so-called patronymics, where in Welsh you would use "ap" in combination with the father's first name Only a few Welsh surnames have retained the 'ap', as in the surname 'Upjohn"; later, more often an 's' was added, leading to surnames like Roberts (short for Robert's child). A Welsh girl by the way would never use 'ap', since it means 'son of'.

Furthermore, you don't add ap to a surname, but to the father's first name. If that father were called e.g. James Davies, the son would then be called John ap James and not John ap Davies. For a daughter, ap would become ferch and Mary Davies would become 'Mary ferch James'.
