No they cant but then it would also be reasonable to ask can the chicken meat or moose meat or beef meat trade be stopped by anyone in America. people from different cultures eat different things and the fact is that eating dogs is no different then eating any other animal. dogs for instance are morons compared to pigs and these are mistreated and eaten big time in the USA.

What they can do, however, if one feels strongly enough, is to promote dogs as pets even more (though pet dogs are already popular in China). They could also try to draft more animal rights laws to ensure humane care for dogs. The Chinese government is, however, drafting a bill that would ban dog and cat meat due to tensions between Chinese pet owners and butchers.
