Yes it can. Many projectors available today have HDMI inputs and can be used with Bluray players. For projectors that don't have an HDMI input, alternatives include a DVI input or the use of an HDMI to analog converter that can be connected to a VGA input.
Alternatively, the analog connections may be used although they will only support standard definition signals so the HD quality from Bluray will not be seen.
For the best quality, the projector has to be a high definition one with an HDMI input. However, almost all Bluray players have an analog, standard definition output that can be connected to projectors that do not have HDMI inputs.

Regions are global areas defined by the BluRay consortium. In order the allow the introduction of movies in different countries on different dates, most Bluray movies have a region code embedded in them. Bluray players will only play movies authored for the region in which they are sold. There are movies on the market, however, that are region-free, and can be played on any Bluray player anywhere in the world.
If you have a projector TV then it would depend on it's connections. A PS3 will connect with an HDMI to a HDTV projector style TV with a HDMI input with the single cable. If you are not talking about a Projector style TV this may not be possible If your projector has an HDMI input and HDMI passthrough, it would be better to go from the ps3 to the projector and then pass through to the tv.
