As long at the requesting physician can convince the other physicians that he is treating you then it is OK for the two to share information. The pit-fall is that if information is released and it turns out the requestor is not a treating physician then the one that released the information could be held liable for the breach. For this reason most lawyers and HIPAA compliance officers advise that a written request be obtained before releasing information, especially if sending it some place that is not familiar.
