Almost all sworn police officers carry firearms in California. There are only a couple law enforcement agencies left in the state, that I know of, that are not armed, and they are special service agencies. There are different levels of law enforcement training required by the state, but any required training to be a sworn peace officer in California includes firearms training. All officers carry a sidearm, most departments have shotguns in the patrol units, at least, with most adding the patrol rifle to the units over the last few years. SRT's, or SWAT teams, often times do carry more advanced weapons that are more suitable for their assignments, but in most cases, it is not a "carry whatever you want".
All departments have requirements and set policies on what weapons can be carried by the officers working for that department.

If you take the example of the UK (where guns are banned), the normal police on duty on the streets are not armed with guns. There are UK police trained to use and carry guns but they only do so when responding to a situation where a criminal is seen to be armed. Based on this tried example, is is clear that if guns were banned effectively, the police would not need to carry weapons.
