Only in the non-Lenten season. When it is not lent, if the Catholic wishes to eat meat, they should give something else up. During Lent, they should not eat meat on Friday provided they are of the age 14 or older. It matters not where you are in the world. If this is a problem because of your geographical location, consult your local priest who can offer you a dispensation (permission to eat meat, without causing sin)
