I am not a lawyer and I won't guarantee my answer is correct, but generally speaking family members cannot be held responsible for a relatives debt, unless the family member is a spouse or legal guardian. There are exceptions:
Joint Account Holders for Loans, Credit Cards, Etc.
Cosigners for loans and leases
Partners in a business, even if informal, unwritten agreement.
Beneficiaries of a fraudulent transfer - such as a relative who takes out a loan, buys you an expensive gift, then defaults on his loans soon after. The creditor can demand that the expensive gift be returned, including cash gifts.
More uncommon than most would like to believe, family members often steal their relative's ID to get loans, or forge a relative's name as a cosigner. So even if the family member is innocent, they may need to prove their innocence in civil court.
