Actual IQ cannot be raised or lowered, except by physical trauma (which can only lower it). However, tested IQ can change, though usually not significantly.
If we're talking IQ there will be a dispute over this. Americans will argue that their IQ is supposedly higher on average by a couple points. However, being Americans they will fail to take into account the history of the IQ test. When the IQ test was first brought to Canada, Canadians scored noticeably higher on average than Americans. This was a problem because on IQ tests, the average must always be 100 and Canadians were scoring higher than that on the American IQ tests. The Canadians then lowered their IQ test average in accordance with the rules so that their IQ was on average, 100.
