If one of them has a valid residence visa such as the man, then the wife has to be with her legal guardian or have attested written permission from her legal guardian to marry. If the woman is the one with the valid residence visa, then the man has to have the papers of her legal guardians in order to process any medical tests etc..
Regarding other nationalities, Christians can marry at their respective Churches but they can only register their marriage in their home country. Other expats can marry at their embassies or councils.
