NO. Bigamy is illegal in all US States.
There is validity of marriage based on the principle of comity. The US States recognize other countries' legal decrees. So if if your boyfriend's marriage is valid in Turkey, where it was performed then it will be treated as valid in the US. He must divorce his Turkish wife in order to be able to be legally married in the US.

If he is living in Turkey, yes he had to. But if he had two citizenship like (U.S. - Turkey) he wont if he is in U.S. If he come back to Turkey, he would catched by the army and do his military service.
