Can I place a 28' fiberglass ladder on my factory installed roof rack on my van?

I assume you mean a collapsible 28 ft ladder, that would be about 14ft in it's retracted state. Most roof racks hold around 100lbs and the ladder should be around 60lbs. so It should be okay. I would double check your roof racks capacity. I don't know where you live, but in the USA you would need to hang a red/orange flag/rag off the back of the ladder, (as a safety requirement) if it extends more than 4ft pass the van.
