You can buy any Title 1 long rifle or shotgun (basically, anything that isn't NFA taxable) as a non-resident, but you may not buy a handgun unless you have it sent to an FFL dealer in your home state. The laws on stripped receivers are a bit vague - however, most dealers will require either a pistol permit to sell a stripped receiver, as a CYA for them, in case a pistol is made from it. Your state of residence will also play a role in whether or not the FFL will sell to you. Go to your nearest Wal Mart which sells firearms. In their display case, they have a US map, highlighting which states' residents that specific store will sell firearms to, and which states' residents they will not sell firearms to. If your home state is listed as a state where they will not sell firearms to, then you're not likely to find any FFL dealers who would be willing to sell to you. The federal statute makes it legal to purchase a long gun in any state, so long as it is legal in both the state of purchase and your home state, but individual state laws tend to be much more complicated on this matter.
