If it's not accessible, its because there a plugin, or theme, or other code is removing Posts from the admin menu. If you are unable to late why it's not visible, start deactivating plugins one-by-one, or change the theme and it should eventually reappear. The only way I know of to change the order of posts is to change the date of the posts. If you log into WordPress, go to posts, all posts and select the post you want to move and press edit. You can change the date or even the time if you have multiple posts on the same date. Then press update.
