YES - most good imaging programs can do it - if your original jpg scans are good quality dont need to rescan - TIF format is used for many professional uses because it can contain a lot of additional info besides just the basic image, such as alpha channels, layers and such - you would only need to rescan if you need that info which you probably dont


Open the image in photoshop or similar program and just "save as" a TIF - keep the same resolution and size so you dont alter the scan unless you want too


You can also use other free tools like GIMP, Irfanview or image converters (see the article in the reference).
