This causes a lack of moisture in your lips, which means they get dry and wrinkled. Chapstick and other oils or creams simply create a coating like a wall to prevent the weather from accessing your lips and removing moisture. Usually thicker substances work better to create this "wall". I'd mainly recommend Petroleum Jelly for this job.
