Not all Muslim women are covering their heads (wearing Hijab) even in some Islamic countries. It is a matter of degree of adherence to religion (and sometimes cultures).
Per religion, a woman has to wear cloth that fully covering herself except face and hands. The cloth should be neither sexily transparent nor so sexily tight. This obligation is required only when the woman is dealing with people other than her husband, brothers, parents, children, women, and the like.

No. mature Muslim women must cover their whole of body except hands, face and feet in public. You can wear shorts in an all-female gathering or in your home but not in public. Jeans is perfectly okay.
