New York can revoke your driving priveleges in their state. Where the license is from does not matter.
The answer depends on the agreement with the second state. Many do not suspend your license for an out of state violation, you would simply not be able to drive in the state that suspended you (in this case New York). NY cannot prevent you from driving in Oregon if you have an Oregon license, they can only refuse to allow you to drive in NY regardless of the state that issues your license. Oregon MAY choose to suspend your Oregon license completely, but that decision is made in Oregon.
Yes, they can suspend the license. Failure to notify would have to be proven to get it reinstated, or the reason for the summons resolved.
they will suspend your license. I found this out the hard way as I did not receive the statement, and hence, did not pay. I now find myself going to criminal court to defend myself as driving with a suspended license is a misdemeanor.
Any state can suspend your license if you were driving on their roads. For instance, my license is an Indiana license. Michigan can't suspend my license because they don't have jurisdiction in Indiana. Michigan can, however, suspend my license if I was driving on Michigan's roads.
Yes, it will be reported to New York DMV. While points do not transfer from SC to New York on a regular license, a SC speeding conviction will be recorded on your CDL and could be used to suspend it.

New York does not post NJ tickets to your record. However, NJ can suspend your right to drvie in NJ if you get enough tickets in their state or NY will suspend your license for non-payment in NJ.

Yes you can. But of you going for more than 30 days you will have to get a New York driver license. Unless you are in the military.
