nope. as the sims 3 is not an expansion pack, it is a new game, you don't need anything to run it, apart from a computer with reasonable performance. if, for example you brought the adventure add on pack for the sims 3 you would need the specified program to run it.

All current sims 2 games are vista compatible. as for sims 1, I am not sure but I do know it will play in compatibility mode if you have any problems

You can run Windows 7 with 1-2 GB of RAM depending on what you are doing. (More stuff you need more RAM) I Would go with at least 4 if not 8 GB of RAM to run Windows 7.
