Yes it can. I have a Dell Inspiron B120 and it is indeed running Windows 7 Ultimate. You will need to upgrade the ram to 2gb. Windows 7 needs just slightly over 1gb. If you are a gamer or a extreme computer user, you may want 3 - 4gb of ram. Upgrade the hard drive too if you can to at least 40gb or 60gb. Aero will not work on it automatically. You also may have to install the drivers for the o.s too. Call dell, and ask for a driver cd. It is free.

NO Actually, you can (I have), but it's not worth it. You can install a hacked tiny version of Windows 7 on a Dell Inspiron 2500. But unless you have 512mb of memory, you won't be able to run a single thing without having to wait an extreme amount of time. Even with 512MB (which is the maximum, if you believe the manual provided by Dell) it won't be pretty.
