No a PC game can not even run in every PC because games are software than have been designed to run with certain hardware. If the hardware is different like it is between Xbox 360 and a PC it will not run anymore than it will run with a PC with a slow processor or different operating system. The Xbox 360 and the PS3 are also different and if they could run the same games the stores would be overjoyed at the huge reduction in inventory and there investments. Games that have been designed for PS3 Xbox 360 and the PC are not all the same game even if they have the same title and each must be developed to work for that platform. A game is not simply converted to allow it to work on a different platform and it must be designed into the software.

There really is no good reason why they couldn't, except for the competition between companies. (This is not true.) The only benefit to companies by not having cross-compatibility with games is in the hypothetical event where if you played a ps3 or other console's game on an Xbox. (Look try to to put a Different game version in another platform and it will not read it) You are living in a fantasy world where because you want something too be technologically possible does not make it true. Mac and the PC have software to allow communication, but a PC can not play a Mac Game and they can not go to a site and play against each other because the software for the games is not compatible. The same is true for all Video Games versions that do not have the capability designed into the Platform, like backward compatible consoles. The video games or software can not be designed for a standard system because the consoles are not standard and have unique hardware to run the games
you need an emulator program to run a game on a different platform and they never work as good as the original. Even every title of the Xbox games can not be made to work as perfect on the Xbox 360 as in the Xbox by the company that designed both.
Sorry, but at the moment there are no working emulators, and the Xbox 360 is actually quite powerful, so you'd need some super powerful graphics cards to make it work on your PC
