Doubtful. Most states prohibit minors from working until they are 14, with some exceptions for those that are 12 or older. And the liability issues for working with animals is likely to make it at least 16 before you can work there. You would have to contact your local office to find out what their age requirements are.

For the most part, no - 13 is too young to be able to stay safe around a variety of animals that may be hurt, ill, scared or aggressive. Generally you should be at least 16 before you work at a vet clinic.

Not in the United States, according to federal child labor laws. The youngest I would recommend someone working at a vet clinic is 16. While the animals coming into the clinic tend to be well-behaved pets, there is always a risk of bites, scratches and injuries. In addition, you need to have some maturity and a well developed immune system to work around feces, urine, bile, saliva and other bodily fluids from animals that may be sick.

Depends on the willingness of the Vet, they're usually pretty nice, I mean, they DO like animals.

Depends on the laws of the state for child labor.

Check on both, and start out with just a 2 hour session, and see how it goes from there. Be a pet groomer, a pet companion, and other low skill jobs, and work your way up.

Call or stop by a vet's office and ask to talk to them. Wear some clean work clothes, like long pants, shoes, a clean TShirt and a longer sleeve'd shirt, and a GOOD ATTITUDE.

No, you may be able to volunteer. But I'm pretty sure you have to be at least 18 to work there because you need your high school diploma.
