Not much of anything. The 220 volt appliance needs just that ... 220 volts in order to run. If it runs at all, it certainly would not be running at anywhere near peak efficiency.
I am assuming you mean 110 Volt hoover and a 220 volt supply.The windings are probaly burnt out if its not working now especially if there is a smell from the unit.Chaeper to replace it
It will most likely be damaged beyond repair! Circuit boards will burn out as will motor/relays. And it could start a fire!

No. 220V adaptor can't control the output voltage, 110V appliance will be fry. Use instrument transformer or voltage regulator instead.
