Yes and no. Ever since about 6 months before puberty girls start to produce a substance from there breasts. Many girls see it when they squeeze their nipples and something that looks like thick puss comes out, is in fact dried up milk. since the body isn't sending hormones and chemicals to create a liquid substance, the stuff remains a thick substance. In truth, if a young woman can get pregnant and deliver the child, she will most certainly be able to produce breast milk. For millennium teenage women have been getting married and then quickly afterwards, became pregnant. And they were able to successfully nurse their children. If they hadn't, the human race would have died off a long time ago. If your question is whether or not a teenager could induce lactation without becoming pregnant, I can think of no reason why not. I am not sure why she would want to do this as most women who induce lactation do it because they are adopting an infant and desire to properly feed their new baby. But even for a teenage girl, she has all the "essential equipment" needed to do this should she desire to.

The mother's breast milk is best. Failing that, breast milk from a wet nurse. If it is not possible to use breast milk, then infant formulas can be used, provided the water used to make them is clean.
Stop breastfeeding them. Give the child a sippy cup with breast milk in it and slowly wheen them off it onto milk. If this does not work try a little naturally sweet milk to mimic the breast milk.
