No. Or, more accurately, they can decide whatever they want, it's just that their decision doesn't necessarily have any legal impact.

Custody is determined by the custody agreement. Period. You could petition for it to be changed, and the court will probably take the child's wishes into account, but they're certainly not obligated to do whatever the child wants.
