No. I recently saw a news item where 3 children did fly alone. One reason they were able to do this is that the oldest was 16 and in some states the airlines will allow a 16 year old to fly alone. He/she still needs the proper documents and identification as well as a ticket.

This would be dependant on where they where flying to. Most airlines have a proceedure to deal with UM's (unaccompanied minors). However, a child aged twelve would not be able to fly from America to the UK without an adult. Therefore you would need to check with the airline to discuss this further with them.
yaa breathing in airplane for a 13 year old child is fine if the child is not under a medical treatment.
If you have a full provisional licence registered to that vehicle, and the car is road worthy, then yes: A 3 year old can ride with te 17 year old.
