Well they can be basically any aged aside from new born or a couple of months old. The youngest ive ever seen would be 4 years of age but he was accompined by a slightly older sibling.

No. I recently saw a news item where 3 children did fly alone. One reason they were able to do this is that the oldest was 16 and in some states the airlines will allow a 16 year old to fly alone. He/she still needs the proper documents and identification as well as a ticket.
