There are no 29yo boys in this world. They are all grown men and some of them even have kids who are 15yo. And no, parents can never give consent for their minor to have sex. In this case it would be aiding to statutory rape. The law of age of consent is applied and in cases like this the age of consent can be raised to 18 if it's not already, due to the big age difference.
