No, the 16-year old is a minor the 18-year old is an adult. Numerous problems could arise for the adult and any others aiding the minor, if said minor's parents chose to use legal means to have him or her returned to their custody.

NO, no one under the age of 18 can leave their parent or guardians home without consent. It will be considered running away and if you stay with anyone they can be arrested for kidnapping. You can go before a court and request emancipation but you have to have proof that you can support yourself and maintain a place of residence on your own.

When a parent gives up parental right's does a child of sixteen still have the right to live with that parent?

No they do not. You will need someone to have custody of you. And if the parent want their child to stay and be the parent they would not give up their rights. There would be no point. To decide where to live you have to be 18 so this is something your parents decide for you and by giving up his/hers rights they can not make any decisions regarding the child. The only thing they still have a right to do is to pay child support.
