Yes, they just can't have intercourse w/ them.

Naturally it depends on the exact age of the minor. An 18 year old dating a 17 or 16 year old wouldn't cause a problem but if an 18 year old said they were dating a 13 year old, that would raise some eyebrows. It still wouldn't be "illegal", but it would certainly be inappropriate.

It's legal. There are no laws against dating just against sex where you have to have reached the age of consent which the 15yo have not if she lives in the US. The age of consent vary from 16-18 in the individual states. But dating is OK as long as long as the minors parents say so. The 18yo have to be aware of the risk for being reported for stautory rape though.

He can he is just not allowed to have sexual relations with her, and that depends on local laws covering the age of consent. For example in the Philippines 12 years of age is OK.

in most states yes, because the legal consent age is 17 and most officers don't really care being as 17 and 18 aren't huge differences.
