If your mother and father divorced and either of them remarried and had children to different partners (making the new babies in the family your 1/2 siblings) then NO, you cannot marry your half sister. If either of your parents divorced, married someone with daughters in the family (making those daughters your step-sisters) then YES you can marry. However, marrying a 13 year old is not a very good idea. This young girl is far too young and I think you know that. If she is pregnant (I am not accusing you of this at all, but have to think of why you would want to marry such a young girl) it's best that she have the baby and give it up for adoption unless one or both parents are willing to help out and you pay child support as you should if you are the father. If she is truly just a 1/2 sister (no genetics involved) then the parents have to go to a court of law and this action is decided by a judge.
