YES. "Flat towing" can be done safely if you use a tow bar with safety chains and tow lights. Make sure the safety chains cross - meaning, attach the left chain to the right side of the hitch of the towing vehicle... and the left side chain to the right side of the hitch. Put the transmission in 3rd gear and make sure the hubs are NOT engaged. Also it's important to put the key in the ignition so you can unlock the steering. And make sure you put a padlock or nut & bolt in the tow bar's locking mechanism. Although some of it is correct some is not. Yes a CJ7 can be flat towed. However some manual transmissions i.e. T5, NP435, T18 do not provide sufficiant lubrication to the 3rd gear main journals when flat towed and damage will occur within a short amount of time. I advise that if you do flat tow a CJ remove the rear driveshaft and disengage the front hubs. Leaving the transmission in gear will prevent it from free spinning should one of the hubs not properly disengage right away. And yes.. be safe and limit your travel with a flat towed vehicle.

Park in the transmission and neutral setting on your 4wd shift lever. If the transfer case does not have a neutral position, it can't be towed four wheels down.
