Any car can be towed on a flat bed tow truck. It you want to tow it behind something just make sure its not it gear and the e-brake isn't on.
YupIt all depends on the weight of the boat. The DrawTite tow package rates at 4,000 pounds, however I would not tow it without a tow package of some sort. I have a 1991 with the4.0 and tow 20-21 ski boats with I/O motors. The motor will have plenty of power, the major difficulty is not going, it is stopping. Such a light-weight truck requires plenty of time to slow down and stop.

It could probably tow a boat--Up to a Lido 14' --if you have a manual transmission. A catamaran may also be possible.

(in the US) If the car and trailer are properly equipped - and the tow vehicle is not over-loaded - and the car, boat, and trailer are properly licensed and registered I believe it is legal anwhere.
