For most rental car companies, the answer is NO. Most major car rental companies rent to drivers 25 and older with a valid credit card. There are some exceptions to the rule. Some companies will rent to underage drivers if they are traveling on official government orders and can show those orders at the time of rental.

How old do you have to to rent a car in nevada
No major car renter offers rentals for 19 year olds as the primary driver. You can circumvent this if your parent is willing to rent the car and insure you on it. E-Z car rental will rent to a 19 year old, but at a higher rate
No, you must be at least 21 with a valid creditcard.

Im sorry but the answer unfortunately is no. You must be 21 in age to rent a car just like you need to be 21 to drink. Perhaps you could rent from a friend as they would not be obligated to the 21 year old rule like a rental company.
I don't know of any car hire company that will rent a car to a 19 year old. The youngest I have ever seen is 21 years. There is a reason for this. A large percentage of the rental companies cost is insurance. If they were to rent to 19 year olds their premiums would go through the roof. I have been asked this question many times over the years and I have never come across a company that will do it.
A person has to be at least 19 years old to rent an apartment in BC, Canada. A person who wants to rent in BC also needs to have an income.
