Im sorry but the answer unfortunately is no. You must be 21 in age to rent a car just like you need to be 21 to drink. Perhaps you could rent from a friend as they would not be obligated to the 21 year old rule like a rental company.
I don't know of any car hire company that will rent a car to a 19 year old. The youngest I have ever seen is 21 years. There is a reason for this. A large percentage of the rental companies cost is insurance. If they were to rent to 19 year olds their premiums would go through the roof. I have been asked this question many times over the years and I have never come across a company that will do it.
