16 is the age of consent so yes. But I would not recommend any 16yo to have a child. At least wait until she is 18 and can move out if she wants to and decide things for herself. She have to follow her parents rules as long as she is a minor, baby or no baby. It's up to the parents whether she will be allowed to see the 19yo again. He has the right to see his child but regarding the 16yo is up to her parents.
