Normally probably not, some boys once they reach their stage of growth usually begin growing hair then, but sometimes a boy doesn't grow armpit hair until older age. I am not sure if you got it from your dad(genes/heredity) or not, but usually boys shouldn't have armpit hair in such an early year.
The age of puberty varies between people so it would not be unusual.

yes it can be. I got it at the age of 9 but it is all in genetics and like I'm spanish and Mexican so i will grow a lot of hair. besides I had lip hair at 6. So its fine no mater boy or girl.

Well to answer your question, "Is a 13 yr old boy meant to have armpit hair", my answer to you is yes! Right now I'm 15 and I have Armpit hair, Pubic hair, and Leg hair, A LOT of leg hair. I started getting Armpit hair when I was 12 so it's normal, you just are developing faster. Well I am 15 1/2, and i have barley any armpit hair, but i have pubric hair, and leg hair only on my lower limbs. I dont know why but this is how its always been, and it kinda sucks, because people who look like they are in the 6th grade have more armpit hair then me? Anybody telll me why please
Well, if you tend to smell or are already growing armpit hair, than it is good. If not, then don't waste your money

It will grow naturally, once you are old enough and reach puberty.
Normally, an 11 year old boy is not supposed to have facial hair quite yet. If you do, I would just use mens' facial hair products.
