Can a 94 gmc sierra z71 run without a catalytic converter and if so would it make it louder without it with it already having straight pipes?

Technically it can run without cats. However, if you have to take it through emissions you will not pass without them. And if you have an O2 sensor, which I can't remember if that year does or not, you will need to either remove the sensor or make sure you plug it off. It may be a little bit louder, but without the cats it won't have as much back pressure, so it may not run the same.
Plus, the egr system will not work properly without the proper amount of exhaust back pressure.
