According to the research I have done there are some states that advise you shouldn't leave your kids alone until they are 12 I know in Tn. it is based on the parents discretion and the maturity level of said child. I don't know if leaving them home with out a phone would be advised because of an emergency situation it depends on if you live in a rural area or have close neighbors. Accidents happen everyday and I am sure you would hate for something to happen to your child and him/her not be able to call and get help. If you are low income there is a phone called safe-link which gives you a cell phone with so many minutes on it for free per mth. Also any cell phone or phone hooked into the wall can call 911 even without it being connected or having minutes.
