The answer is yes, even though that sounds odd. If the law enforcement officer feels his/her life is in immediate danger (like if the kid has a gun pointed at the cop for example) then a firearm may be pointed at the kid for the officer's own safety.

yes, any age can own a gun, Taking possession of the gun with out an adult is not good. People leave guns to grand children all the time. Child must wait some years to legally possess them.
