This can definitely happen because of the concept of genetics. This especially deals with dominant and recessive traits. If both parents have one dominant trait and one recessive trait (causing dark hair and eyes) and both parents give their child the recissive traits, this outcome is possible (although pretty rare it is seen).

Well I'm assuming you are taking about if a blonde haired person and a brown haired person have a child..? okay well, the blonde haired gene is a recessive gene, and the brown haired gene is dominant....A recessive gene means that it i not as strong as a dominant gene, and a person needs to have 2 of those recessive genes for that trait to show.
