The belt should be changed every 100,000 miles. I have seen them go over 150,000,but that is rare.
It will start but can't run for long without one. The serpitine belt drives the alternator, water pump, air conditioner and other important units to keep the engine running. Without the belt the engine will overheat very quickly and the battery will run down.
It won't harm the engine to run it without the thermostat, but the coolant won't heat up enough to run the heater. By running cool, the engine won't get the optimum fuel economy, and the computer will be constantly trying to compensate. It is easy to install a thermostat, and it would be advised to put one in.

the significance of cam position is the cam has to be timed to crankshaft so valves etc open at right time so engine will run correctly
It could be one of many things.......radiator fans notworking/low on coolant/stuck thermostat/ radiator may need to be flushed......
