A Catholic deacon can preside over weddings and baptisms without a priest present. In other words, if the wedding takes place outside of Mass he can administer or preside the wedding. I think it is also possible that if the wedding ceremony is during a Mass, a priest will preside the parts of the Mass, specifically the consecration of the Eucharistic bread and wine, and the deacon can perform the wedding part during the Mass
