In the Incident Command System, a Unified Command is an authority structure in which the role of incident commander is shared by two or more individuals, each already having authority in a different responding agency. Unified command is one way to carry out command in which responding agencies and/or jurisdictions with responsibility for the incident share incident management.

The terminology is as broad as a cloud belt. First of all incident could have many meanings, a crime, natural disaster, accident involving a pipe failure, etcf. The term First Responder is usually applied to paramedical services ( such as ambulance crews) and often firemen. The Incident Commander is an officer in charge who has overall oversight of the incident. It is, of necessity a temporary assignment, but an important one. It should be carefully noted Incident Commander is not a regular rank like Lieutenant, Deputy, sergeant, etc. The term has only come into use in the past five or ten years and probably came out of Homeland Security and one of their branches, the Coast Guard. Just a couple of days ago I saw a vehicle that resembled a regular police car but had markings for Incident Commander, so it is not so temporary as it sounds.

Authority is transferred to another responsible commander.Added; In law enforcement the incident commander is the highest ranking police supervisor/manager who is the first to arrive on the scene unless/until they are relieved by a manager of higher rank. Upon the arrival of a manager of yet higher rank, that individual may assume control or choose to let the initial commander retain control while they assume the position of advisor, evaluator, or bystander.
That one little incident might have meant a lot more to them than it did to you.

Small incidents use a single "Incident command" structure with one incident commander. Larger or more complicated incidents may use "unified command" in which each agency participating has a say in creating the incident action plan, which is then implemented by the selected Operations Chief. Multiple simultaneous incidents may be under an "Area Command" for coordination of limited local resources.
