Jesus said that unless a person is "born again," he cannot enter into the kingdom of the heavens at John 3:3. We understand his words to apply to any of those whose hope it is to receive life in heaven, and yes we do also believe that many have the hope of heavenly life. These ones who are "born again" actually have work to do, a job, once it is that they get to heaven. The Bible says that these are "kings over the earth." (Revelation 5:10; Revelation 20:6) So a person that is "born again" does not go to heaven simply to walk on streets of gold and play harps, like the popular myth suggests, but they go there to actually perform a function. They have the job of ruling over the earth. Who do they rule over? Jesus said that there would be mild-tempered ones that would inherit the earth. (Matthew 5:5) He was repeating a prophecy in Pslams 37:10,11, and 29 that says that there will be meek ones that will inherit the earth and live forever upon it. These ones that live forever on the earth are the ones that those who are "born again" will rule over.

Jehovah's Witnesses accept Jesus' teaching that there are those who are "born again," and we look forward to the near future when they will 'rule over the earth' as Revelation 5:10 indicates.

Further to this, since Christian faith involves being 'born of the Spirit' and Jehovah's Witnesses explicitly deny the Bible teaching of the full deity of the Holy Spirit, they also cannot be born again since the Holy Spirit is, as a person, grieved by their teaching.

A Jehovah's Witness can certainly be born again Biblically if they accept Jesus Christ as their personal Lord and Savior. This would also involve them denouncing their doctrinal errors, and in so doing they would effectively be JW's in name only and may wish to leave the organisation as some choose to do.
