Only one at any one time. Jehovah's Witnesses do not practice polygamy.
They are free to marry again if a previous marriage has been dissolved because either the death of a former spouse or Scriptural and legal divorce. The exception is if they are in a country that disallows secular divorce and canprove that they are entitled to a scriptural divorce according the the JW rules. If that is the case, then even if they are legally married to their first spouse, they may take a second husband OR wife (or 3rd if they have bad luck, I guess) and marry in a religious ceremony and live as married people and have children without any consequences religiously such as being disfellowshiped.
No.
While God allowed polygamy to exist, his original intention stands. (Matthew 19:4-6)
