No. You cannot obtain a CA driver's license with a Mexican passport. You have to be a legal resident on the United States with a Social Security number.
To be clearer, a Driver's License from any U.S. state is given only to those who claim permanent residency in that state. The exact method of showing residency varies by state. Your best bet is to look it up on your state's Department of Motor Vehicles (or Dept of Transportation) web site, where they will tell you what you need to obtain a driver's license from that state.
If you are a foreign citizen in the U.S. and are NOT a legal resident of a U.S. state, you may drive in the U.S. if you have a valid driver's license from your home country - certain states may require you to pass a written test in addition, but, even then, you will NOT be issued a standard State Driver's License.
