Most dogs can have babies after 6 months to 1 year. This depends a lot on size of race to start with. (Should possibly wait a little bit longer though)
When it comes to dogs, we normally say that 1 human year equals 7 dog years.
4 year is then 28 human years and there is no problems involved with a 28 year old woman having a baby.
Humans and dogs can not be compared that way easily though. There are many differences.
In any case. A Pekingese dog age 4 is at its prime for having pups.
