Can a woman on a tourist visa marry a resident legal alien?

My guess is that the question is not really if a tourist can or can not marry a green card holder (of course she can), but whether there will be an immediate immigration benefit for her. Unfortunally, not.

What is the definition of a resident pupil of a school district?

Generally speaking, a student attends a school within the district in which the student lives. That is a clear definition, however, various circumstances can make this more complicated. Such an instance might be that a student starts school in the proper district. During the school here the student and the parents move to another part of town. In many cases the student will be allowed to finish the school year in the school where the student once lived.

Is it possible for a foreign student from the Philippines with a student visa to come to the US to attend school and get married?

It is extremely illegal to enter the United States with the intention of getting married. You need a fiance visa to marry a US citizen or premanent resident. If you come to the US with a student visa with the intentions of going to school and then later you meet someone, fall in love, and get married...then you have the right to file the I-485 to adjust your status from student visa to green card holder. But coming to the US, stating you intend to get married without a fiance or K visa, you will be in trouble.

If your dad was American and you were going to university could you go in America?

Can you go to school after obtaining employment based Green Card?

I am not exactly sure what you mean by an employment based green card. If you have a green card, I would imagine you are a permanent resident. If so, you are treated in general as any American citizen and can go to school as you wish. However, if you are in this country on a work visa (for example H-1), then you are here to work, not to go to school. In addition, if you are planning on going to school as a full-time student, you must obtain a student visa (F-1), and that means you can study, but not work (There are some exceptions for part-time work and practical training).

A student resides in California and attending school in Nebraska must they change the plates?

If the student continues to maintain his residence in CA (presumably his parent's home) and takes no action to become a permanent resident of NE, he may keep his CA license plates. However, if the the student takes action to establish himself as a resident of NE (buys property, pays taxes, etc) he may be considered a legitimate NE resident and required to register his car in his new state of residence.
