No, not any substance, but some, and here's why. Methanol has a density of 0.79g. If you put something in the methanol, say wood (oak), that weighs 0.89g, which is more, it will sink. It all depends on if it weighs more or less than the methanol. If it weighs more, it will sink, If it weighs less, it will float.

Water has a density of about 1 g/cc.

Water Ice has a density of .9767 g/cc and is less than water so it floats in water.

Methanol has a density of .7918 g/cc. It is less than ice, so ice (water) would sink in methanol.

I'm having troubles finding the density of solid (frozen) methanol, but I presume it would also sink.

No. Methanol is less dense than water, so the opposite would happen: the methanol would float on the water. However, since methanol is fully soluble in water, it would not be long before the two became fully mixed.

Ash wood varies from about 536 to 710 kg / m3.
