Most bottle caps are made of steel which does conduct electricity. However, they have a coating of ink or paint on the outside and plastic on the inside which will limit or prevent conducting electricity. If the cap is scraped or damaged, yes, then it will conduct electricity. However, without breaking through the surface, low levels of electricity will not be conducted.
