yes, fuel pump can cause your engine not start.... Before spending the money on a fuel pump you may want to check out some other things. Replacing fuel pumps can cost several hundred dollars. You may want to replace the fuel filter, or check the fuel pump relay fuse.
If its like the 1993 Lumina it's in the fuel tank.

There was no 1989 Chevrolet Lumina produced. First year was 1990. The Flasher Relay on a 1990 is located: Front seating area, driver side, under dash, mounted on passenger side of steering column.
1990 Chevrolet Lumina temperature sender is located on the back side of the thermostat housing. The sender has a wire that goes to the temperature gauge.

It is installed on the top of the back side exhaust manifold.
It can mean that this engine is out of time. You may need to have it timed.
In a 1990 Chevrolet Lumina, the engine control module (ECM), which is the vehicle's computer, is typically located under the dashboard on the driver's side. It is often mounted on or near the firewall, making it accessible for diagnostics and repair. To reach it, you may need to remove some trim panels or access it from underneath the dashboard.
I have a repair manual for Luminas, 1990 - 1995 if I'm not mistaken. I keep it in the car, because I have a 1990 Lumina Euro. I can make you a copy of the wiring diagram and possibly email it to you or if it's too big for that, I could mail it to you via USPS. Dundee
